The city pages exist because New York makes roofing local twice over. Permits are municipal: under Executive Law Article 18, each city, town, or village enforces the State Uniform Code itself, per the Department of State’s Legal Memorandum LG03, so the office that issues your permit depends entirely on your address. And with no statewide roofing license, the checks that stand in for one are the same everywhere but the office is not. Each page below names the right one.

The county seat, where the City of Ithaca requires a building permit for roofing through its Building Division at 215 N. Tioga St., and the surrounding Town of Ithaca runs a separate code office of its own.
Broome County

Binghamton
The county seat. The city requires a permit for roofing and siding, with NYS-certified code officials on staff, and the National Weather Service reports about 60 inches of snow per season in the valley.

Vestal
The town Code Department at 605 Vestal Parkway West publishes a dedicated Roofing Permit Application among its downloadable forms, so the paperwork question answers itself.
Steuben County

The city’s own permit FAQ says most small projects need no permit but replacing a roof does, with Code Enforcement inside Planning and Economic Development at City Hall, 1 Civic Center Plaza.

Horseheads
Two code offices, one address at a time: the Village office at 202 S. Main St. covers homes inside village lines, and the Town of Horseheads runs a separate office for everything outside them.

- The one for your exact municipality. - Because no Southern Tier contractor publishes a citable local price page, and this site does not invent local numbers. The anchors that exist are named and labeled: Western States Metal Roofing, a manufacturer, publishes a national standing seam benchmark of $10 to $16 per square foot installed, and O’Connor Roofing in Buffalo publishes the nearest New York contractor figures. Written local bids are what turn those brackets into a real price.
